Technically, no. Some people do affiliate marketing using other channels like youtube, pinterest, twitter, etc… As long as you’re able to build an audience and drive traffic to your content, it doesn’t have to be a website. However, having a website is a good long term strategy so I’d recommend having one from the beginning. You can use it to retarget audience, build a mailing list, etc.. which can help with your affiliate marketing business.
